Home Secretary Shabana Mahmood has announced an independent review into the murder of 18-year-old finance student Henry Nowak. The review, led by former Lord Chancellor Alex Chalk KC, aims to investigate the circumstances surrounding the fatal stabbing and determine if there were any missed opportunities for intervention.
Background of the Case
Henry Nowak was stabbed to death on December 3, 2025, by 23-year-old Vickrum Digwa. Digwa was subsequently sentenced to life imprisonment at Southampton Crown Court, with a minimum term of 21 years. The case drew significant public outcry following the release of police body-worn footage showing Nowak being handcuffed moments before losing consciousness and dying.
Scope of the Investigation
The review will examine what was known about the perpetrator prior to the incident and assess the experience of the Nowak family within the criminal justice system. Ms. Mahmood stated that the inquiry will also consider the actions of the Independent Office for Police Conduct (IOPC) once their investigation into the police response is complete. An initial report is expected to be submitted within five months.
Controversy Over Police Conduct
The Nowak family has criticized the disparity in treatment between the victim and the perpetrator. Mark Nowak, the victim's father, noted that while his son was handcuffed while dying, the killer was treated with perceived decency during his arrest. The IOPC is currently investigating whether race or religion influenced police decisions or if officers were affected by community tensions at the time of the incident.
Family Response
The Nowak family welcomed the announcement, describing it as a significant moment in their pursuit of justice. In a statement, they expressed gratitude to the Home Secretary for taking action and stated their determination to ensure accountability and meaningful change to prevent other families from facing similar experiences with the justice system.
