UK Chancellor John Healey's budget includes a new measure to ringfence preventative spending where future savings outweigh initial costs, a move some analysts say could transform government spending processes.
New Preventative Departmental Expenditure Limit
The measure, termed a Preventative Departmental Expenditure Limit (PDEL), will protect projects that can demonstrate future cost reductions from being diverted to immediate needs. It takes effect with the upcoming spending review starting next year.
Uncertainty Over Qualifying Projects
Departments are awaiting Treasury guidance on what qualifies for PDEL status. The budget cites Andy Burnham's rough-sleeping prevention plan as an example, but officials acknowledge the definition is complex and could lead to disputes over which spending counts as preventative.
Symbolic Shift in Government Approach
Officials describe the reform as part of a broader push under Burnham to address neglected long-term issues such as rough sleeping and adult social care. Public health experts welcome the change but caution that implementation will require a different mindset and long-term commitment.
