Scotland has implemented a ban on the sale of all nicotine and herbal smoking products to anyone under the age of 18, effective 29 October 2026. The measure, part of the Tobacco and Vapes Act 2026, aims to curb youth nicotine addiction.
Products and retailer rules
The prohibition covers nicotine pouches, strips, pearls and any other herbal products that can be smoked. Retailers must hold a valid registration by 29 April 2027, making Scotland the only UK nation with a mandatory register for such products. Existing tobacco and vape registrations do not automatically transfer, and vending machines are barred from stocking the items. Discounts on nicotine products are also outlawed.
Health officials welcome restrictions
Public health minister Maree Todd said the ban protects future generations from nicotine addiction, noting the rising popularity of pouches among young people. She added that mandatory registration provides a foundation for effective enforcement.
Chief medical officer Gregor Smith warned that nicotine is highly addictive and can cause dependence, withdrawal symptoms and health inequalities. He stressed that non-smokers, especially children, should never start using nicotine products.
