An architect in Norwich has been removed from the professional register for at least two years following a series of unfounded and inflammatory accusations made against her neighbors.
Professional misconduct ruling
The Architects Registration Board took action against Dr. Karin Elliott after a tribunal determined her communications regarding her neighbors amounted to unacceptable professional conduct. The board described the Irish-American architect's actions as misleading, dishonest, and lacking integrity, noting that she used inflammatory language and made damaging accusations with little regard for their accuracy.
Bizarre accusations and gender violence claims
During the tribunal, it was revealed that Dr. Elliott had characterized a neighbor driving across her driveway as a manifestation of gender violence, describing the car as a "phallic symbol." The tribunal noted that such claims underscored how tenuously she constructed serious accusations against others.
The architect's partner, Francois Girardin, testified that claims of racism were based on inferences rather than direct insults. He noted that neighbors would cheer for England during sporting events when playing France, and that the presence of a Union Jack or the construction of a wall led to perceptions of racism.
History of neighbor disputes
The dispute involved several neighbors. Dr. Elliott had made written allegations claiming neighbors had destroyed historic walls and trees, built on her property illegally, and used offensive language. She also accused a neighbor of singing the Bee Gees' song "Tragedy" from a balcony following the death of her father. In a planning application for CCTV cameras, she further claimed that a neighbor using a chainsaw constituted racial harassment.
Neighbors testified that these "bizarre" and "depressing" accusations had caused them acute embarrassment and personal discomfort. This is not the first instance of such behavior for Dr. Elliott; she was previously found guilty of unacceptable professional conduct in 2021 for calling neighbors "racists and Nazis" and making offensive remarks about their mental health and physical characteristics.
