Greater Manchester Mayor Andy Burnham has acknowledged that his first budget was not as radical as he had originally intended, citing constraints that limited the scope of his plans.

Burnham explained that financial limitations and central government restrictions prevented him from implementing the more transformative measures he had hoped to introduce in his inaugural budget.
